ETA after loom: undefined was never actually sent to the getAllMissingOrNewDiscourseNodes, which would affect first-ever upload. Corrected. Had some downstream impact, had to make sure getAllDiscourseNodesSince could handle undefined; refactored ISO string to ms number.
