feat(windows): Windows UI improvements and update controls

Summary

• Implemented Windows native-style titlebar with minimize, maximize, and close controls
• Fixed window drag regions specifically for the Windows app shell
• Added Acrylic window effect fallback for Windows when liquid-glass is not supported
• Added update controls with download progress in the Settings -> About section
• Restored the right panel expand action and aligned titlebar spacing
