Add support for I06-1 Magnet Temperature Controller

The I06-1 superconducting magnet (SCM) temperature controller is currently not implemented in DODAL, limiting access to temperature monitoring and control through via Bluesky.

Acceptance Criteria

• A new SCMTemperatureController device exists in DODAL.
