Hazmapper & QGIS May be in Wrong Category

The Hazmapper and QGIS apps have been in "Visualization" category in User Guide", but will be in "GIS Tools" category in Portal when app redesign is launched.

Questions

1. Which will be wrong, User Guide or Portal?
   • Answer: User Guide. Add "GIS Tools" in User Guide.
