Show law's names on titles by server side

This a problem related to SEO, for example in the Net Party instance:

The servers respons to every page with a "Partido de la Red" in the title tag.

It'd improve SEO to show also the names of the laws.
Also, I noticed the "description" meta-tag is empty, It could have a description of the organizations and a summary on the laws.
