Too much iMOD5 rivers and drains cells removed during allocation #1210
Description
In our tests converting the LHM @HendrikKok noticed that the allocation of river cells causes a lot of cells to disappear. For example the complete IJssellake is removed. My hypothesis this is caused because the bottom_elevation here exceeds surface level.
