Initiate self-enrolment from users list

Result:

• Click on the action menu on the users list
• Select the "Initiate self-enrolment" item. Item available only for users with "Pending" state.
• Show the "Initiate self-enrolment for user" modal
• Trigger self-enrolment manually using the URL and token
• Trigger self-enrolment using an email message
