feat: add CI/CD, changesets, lefthook, and project config

- GitHub Actions: CI (lint, build, test), changesets release, dev snapshots
- Changesets: fixed versioning for routerxjs + @routerxjs/core
- Lefthook: commitlint + biome pre-commit/pre-push hooks
- CLAUDE.md, LICENSE (MIT), .nvmrc (v22)
