Breaking Changes

Only support netstandard2.0
Updated to the latest dependencies
Update to dbup-core 6.0
- Script executor will no longer journal runalways scripts
- Logger changes
  - Logging method names have changed from Write* to Log* to match Microsoft's ILogger interface
  - Removed MultipleUpgradeLog, replaced with AggregateLog
  - Removed LibLog
  - Removed the AutodetectUpgradeLog feature provided by LibLog

Other changes

New build scripts
Added MicrosoftUpgradeLog to wrap the Microsoft logger (and a .LogTo(...) extension method)
