feat(poly sync): suggest adding available bases, and used components, to empty projects

Description

poly sync will now identify any projects without bricks to suggest adding a base (and then sync the needed components) - if there are any available bases.

Also, adding a suggestion based on any close matches between the base name and the project name (this was supposed to be in the poly create project already, but was forgotten to be added).

Motivation and Context

Adding the same interactive flow from the recently updated poly create project announced in #363

This will make the poly sync command useful also when not manually added a brick before.

How Has This Been Tested?
