**Description:** Upgrades opentelemetry-mapping-go to v0.13.4 to include the following fix: - DataDog/opentelemetry-mapping-go#276 **Testing:** Ran test service with Collector with different cloud.provider values, and verified that primary tags are working as intended in APM.
