ci(libdatadog): add artifact dependency and size reports

Summary

Adds artifact reporting and dependency guardrails on top of the universal
package and APM data pipeline. This PR does not change runtime or package
behavior.

Details

• Reports N-API binary sections and per-crate contributions.
• Reports raw, compressed, base64, glue, and final inlined WASM sizes plus
  per-crate contributions.
• Validates duplicate dependency versions across all production native and
  WASM trees.
• Prevents unwanted native runtime dependencies and WASM-linked zstd,
  zstd-sys, and full-regex implementations from returning unnoticed.
• Publishes both reports in CI.

The latest local Darwin arm64 report measures the N-API artifact at 1,471,840
bytes (.text: 863,004 bytes). The final inlined WASM JavaScript is 151,134
bytes (raw WASM: 310,667 bytes; Brotli: 98,185 bytes).

Validation

• Dependency validation across seven production artifact trees.
• 4 dependency-validator regression tests.
• 39 package and size-report tests locally.
• Full package and published-content tests on Node.js 18 and 24 in CI.
• ESLint, WASM profiling build, and both size reports, including crate-level
  WASM attribution and forbidden-code validation.
