Motivation
I wanted to get a clean starter integration into the repo first so we can iterate in follow-up PRs on:
• API/auth implementation
• metric/service-check definitions
• final README/manifest content and dashboard details
Review checklist
Additional Notes
• This PR intentionally keeps template placeholders in README/manifest for follow-up completion.
• Local test execution is currently blocked by missing Python 3.13 in the local environment; test scaffolding is included and will be exercised once the interpreter is available.
• Follow-up PRs will add real AbuseIPDB check logic and complete validation fixes.
