What does this PR do?
Adds a new integration for Kepler (Kubernetes-based Efficient Power Level Exporter) https://sustainable-computing.io/
Motivation
Kepler records and/or estimates power consumption data of Kubernetes components. This information can be used to do things like estimate carbon emissions of a service, or highlight inefficiencies in your infrastructure.
