Restore towncrier marker for future changelog inserts
The towncrier insertion marker (<!-- towncrier release notes start -->) was removed and replaced with a static entry, which means future ddev release changelog runs won’t know where to inject new release notes. This can break automated changelog generation/validation for the oracle integration, so the marker should remain (typically just above the newest entry) even when manually inlining a fragment.

The integration Python code was removed. We will no longer use towncrier here.

Motivation
Make the changelog complete and pass validation.
