What this PR does / why we need it:
Fix Prometheus internal metrics in DDOT's default config: increase the scraping interval from 10s to 60s, and exclude billable custom metrics.
Which issue this PR fixes
This is to fix the immediate issue in https://datadoghq.atlassian.net/browse/OTAGENT-681 (unexpected custom metrics from Prometheus). We can decide later whether to remove the Prometheus receiver pipeline as a whole and just have converter do its job.
