Share publicly the datadog-api-spec repository

We would like to track precise changes of the API documentation. We recently observed for example a change in a required permission of the GET logs pipelines operation.

The current part of the documentation https://github.com/DataDog/documentation/blob/master/content/en/api/README.md references another repository https://github.com/DataDog/datadog-api-spec which must be the source of truth of the API contracts and documentation. But we can't access it.
