Currently, the W3C Trace Context spec only defines version 00 of the format.

But it also defines how to be lenient when parsing future versions: we should attempt to parse headers as version 00 if the future format matches 00 parsing rules.

This PR makes a few changes to make parsing more lenient to non-00 versions.
