[test optimization] Improve flakiness in cypress (even more)

What does this PR do?

• Increase receiver.gatherPayloadsMaxTimeout timeout, which is the time we give cypress to report data.
• Increase timeout for cypress itself

Motivation

Try to make the CI greener.
