Safely access this.loggedReferenceErrors.size

Motivation

this.loggedReferenceErrors might be empty for older versions of jest

Testing this is going to be a challenge right now, as the way to trigger this is by repeating the logic in the test added in #6656 "reports test suite errors when using off timing import". The problem is that that test only runs in the latest version of jest.

I'm going to migrate the plugin tests for jest to integration tests, just like I did with mocha in #6651. I'll additionally run the integration tests in oldest and latest jest, so then "reports test suite errors when using off timing import" will run in older versions of jest, testing this logic.

In the meantime let's just add this safeguard to fix the customer issue.
