Add new k8s manifest for kubernetes_state_core check

What does this PR do?

• Update generate.sh k8s manifests script to support yq v4
• Add new k8s manifests for kubernetes_state_core check
• update existing manifest with the last datadog helm chart version 2.19.4

Motivation

Provide kubernetes_state_core manifests example to user that don't want or can't use helm.
