[CWS] add ubuntu 22.04 to functional tests #11764

What does this PR do?

This PR adds an ubuntu-22-04 entry to CWS functional tests. Because ubuntu 22.04 ssh server doesn't accept ssh-rsa keys by default, this PR also removes the ssh key creation from kitchen setup and lets the different kitchen provider to manage those keys themselves (this is needed since just adding the platforms entry was failing with ssh failed error).

LGTM as long as all the kitchen tests pass.

Looking at https://gitlab.ddbuild.io/DataDog/datadog-agent/-/pipelines/7778576 all kitchen tests are passing except the windows ones, but with failure similar to the ones found on the main branch (for example https://gitlab.ddbuild.io/DataDog/datadog-agent/-/pipelines/7777411)
