fix(action): better handle errors and output in process invoke

The first external user of the action exposed a handful of issues that weren't present when tested here, mostly because the usage in this repository was already "on the happy path".

That resulted in a lot of live changes to the action branch to better handle errors and show output in the action run. This patch brings most of those changes back to the mainline in a cleaner fashion.
