Recaptcha not working

Expected behaviour:
rcaptcha should work as intended

Actual behaviour:
it is being ignored

Steps to reproduce:
create an account and don't click recaptcha and it is still created

This is caused by a change to the config setting for recaptcha during the Rails 4 -> 5 upgrade but without the required code change in the registrations controler. As a result it was always ignoring the recaptcha.
