[Feature Request]: Put the API documentation in the documentation folder

Problem Description

Now you have to have freedata modem running to be able to read the API documetatiion. This is not always wanted or possible.

Proposed Solution

When publishing a new version automate so that i.e redocly generate a HTML file and put this in the documentation folder. Then users can open this with a browser locally without starting the modem.
