GAR and NAR education ratios not matching #6

Estimates produced by R are not matching final report.
Last checked with GHANA survey, GHPR82.DTA
Should check DHS8 code from Stata first to make sure that matches, then this would just be a translation problem. These indicators are not new in DHS8.
