Feat: Discord to IRC two way Relay bot

As an member of the /r2600 discord server
We would like to be able to communicate and engage with 2600's irc server
So that we can chat with the rest of the community

Acceptance Criteria:

• Should run within a docker container with 12 factor app standards
• Should log bot errors to stdout but not log chat relayed
• Should handle multi channel connections
• Should do two way relay between both discord and irc
• Could stream music from playlist or direct stream (m3u, pls, rss, https) into configured voice channel by a discord user with a 'dj' role
• Should not cause disruption and/or denial of service to either discord and/or irc servers.
• Should use open source languages (prefered: go, python, node.js but choice is up to implementor)
• Should support bayesian filtering of messages
• Should allow a list members on irc to become moderators on discord and able to perform moderation tasks from irc.
