Magnetic declination is not accounted for in the Waypoint module

As the title says ... around Nova Scotia the declination is about -18 degrees, which is significant to alter the navigation to a waypoint. The solution of using the "drift correction" is not ideal, since it treats the declination the same as an apparent current, rather than a constant offset.
