PLD and NAV files should be numbered with padding zeros #10

It's really annoying working with the real-time and delayed data files, because the yos are number without a fixed width, meaning that basically all operating systems (and data analysis code) have to deal with the ordering of the files in order to process them correctly. For example, here is the top of the files for the Sea021M33 mission, which illustrates the problem: 103 sorts before 13 which in turn sorts before 1. Arg 😠

Better would be to name files like:

sea021.33.gli.sub.0001.gz
sea021.33.gli.sub.0002.gz
sea021.33.gli.sub.0003.gz
...
