Add option to mark issue as "completed"

The owner of the project shall be able to mark an issue as "completed". The completed list will also be fetched from Hasura but should appear at the top most position within a checkpoint. By default the issue should be collapsed or should show only the title (not any comments). Upon clicked, the issue should expand and should be seen.
