Tea Server should list TEA API versions it supports and how to access them

Clients want to know which API version(s) are supported by the TEA server and the server may list different versions under different endpoints, i.e. /v0.1.0-beta.1, /v1, /v2 etc

We should have a documented way how to find available API versions.

What is best current practice for rest-ful API's?

The only thing that is more-or-less standardized is that you include version in the api path, so you do something like {my-domain}/{TEA_API_path}/{API_version}/{actual_API}

Where API version is the version in the openapi spec yaml, such as v0.1.0-beta.1.

But on top of that it is a good practice to have a list of supported API versions by the TEA server (what this issue is about). I'm not aware of any best practice on that - people just do an endpoint that returns a list of versions, sometimes with extra metadata. I feel like ./well-known could be a good place.
