Create README #3
Description
As a developer, I want to be able to see a README containing key data about how the program is built, layout of key directories and source code, how to build the project, what IDE was used, how to access the website once built, and other information.
I want to be able to use the README to take a checked-out copy of this repository -> make a simple change -> build -> and view the change in my web browser.
