Add an event that fires whenever the spatial room is redrawn

At the moment, there's no way for customizers (i.e. developers who are writing show markup/css/JavaScript) to determine when the spatial room has been redrawn so that they can add their own customizations to the rendering.

```SpatialRoom``` helpfully implements ```EventTarget```, we just need to modify the redraw method to dispatch an event.
