refactor(console): restyle the dashboard, fleet and node screens #155

Summary

Restyle the fleet screens with the kit: dashboard, fleet topology, nodes, node detail, node config, issue a certificate, re-key and adopt a node. Replace the local copies these screens use (the wizard steppers, the fingerprint confirm panels, the inline phase rail and the local field tiles) with the kit components.

Acceptance criteria

• Each screen matches the design in dark and light, at 1440 and 390 px wide, with its loading, empty, error and data states.
• The existing tests stay green; any test edited because wording or layout changed on purpose is named in the PR.

Notes

• Visual only: routes, deep links, API calls, permission checks, the sign-in gates and their order, and all error and refusal wording stay the same. Every list keeps its loading, empty, error and data states.
• New things the design shows that need backend support (the Ceremonies page, quorum sign-off, new fields) are out of scope.
