Status: research note / scoped negative result. No new κ.

Partitions PR869's U8 paid profile by phase and register role and
prices zero-parent-cost interface relaxations with the pinned engines and outer47. Finds that
the complex side has under two local mass units/call of headroom before PR589 binds
(cap κ = 0.001730427469823602, same for T37), and that PR589 COPY deletion alone cannot reach
κ > 0.01. Replay: make t21-interface-budget-verify. Credits PR869/870, PR890, PR942, PR881,
PR935, PR589/555. Substantial AI assistance: Claude Opus 5.5.

Partition PR869's U8 paid profile by program phase and register role
(sources 896, targets 896, centres 64, helper width 3778; 866 pure
endpoint-boundary climbs per call) and price zero-parent-cost interface
relaxations with the pinned engines and outer47.

With PR589 unchanged the complex side has under two local mass units of
headroom per call; the bit-bound cap is kappa 0.001730427469823602.
Deleting all PR589 COPY ranks alone gives c = 0.004803 < s* = 0.0101.

Model prices only, not constructions. Replay: make t21-interface-budget-verify

100-PR batch review at f40cd20a8c257bcfee17508c7de68fee24df0568.

Merged to main, preserving the original contributor commits and package attribution.

Reviewed scope: Historical T21/T37 interface pricing with zero-parent-cost relaxations; conditional ceilings are not constructions.

The pinned scoped command passed; the batch ledger contains its command, input hashes, environment and log. This incorporates the research/tooling contribution and does not change the selected κ or discharge the inherited multiplication-theorem assumptions.

Batch review, attribution and evidence. Thank you for the contribution.
