PR3039 correctly shows that an isolated charged block group loses, but its inference that every group in a passing call must be free does not follow for a mixture of free and charged groups.
This package gives an explicit complete cost-alphabet counterexample. Replacing all 2,412 unit payloads by 150 free rank-16 groups, a free rank-10 group and one rank-2 payload with a paid rank-2 transport has moment below
0.998883185907234at PR1605's exact target. All other local children and the full old idle bill remain; overhead receives no idle credit. A seven-member remainder family admits five charged pairs and rejects six, with a written monotonicity proof and exact adjacent signs. The uniform per-group obstruction and PR1605's existing overhead budgets retain their scope and credit. This supplies no physical decoder, native batching contract, dirty-state restoration construction, supplier admission or new kappa. PR679's direct-sum/tensor-child obstruction is unaffected.
Validation: registered Python 3.12 replay, normal/optimized Python 3.12 and optimized Python 3.14 checks, a separate 175-check rational interval implementation, source/receipt corruption controls, and optimized read-only Git-free replay pass locally. Hosted checks are separate; no rerun or dispatch was requested.
