github.io pages should describe phantom users in more detail

For first time instructors, it would be helpful to have an explanation of what a phantom user is.  Migrating from NUS IVLE, I think it is an auditing student role, but I'm not clear exactly what it is and why it is served as a checkbox rather than a role.

Updating the doc section on Adding Users seems like a good place to start.
