Rename check contract tool

The packages in here are all in the form cosmwasm-<name> and are stored in packages/<name>. I'd like to keep this consistency. In order to keep things short, I propose cosmwasm-check.

• Change crate name
• Change folder name
• Change name in deprecation/warning message
• Add package to README
• Yank cw-check-contract
• Update the Wiki Releasing entry

I thought about it and I think we shouldn't release cosmwasm-check 1.0.0 right now. We should wait for CosmWasm 1.1.

If we release cosmwasm-check 1.0.0, it will break for anyone trying to install it from crates.io because of this breaking change in vm:

Or it will just fail to publish, anyway.

Agreed. It should be published as soon as we publish the rest of 1.1.0.
