Alarm triggers with Filter generate extra 'OK' messages?

Jueri @ BNL reported that alarm triggers that have a Filter, even a dummy filter entry which constantly disables the trigger, will generate 'OK' updates, presumably each time the configuration is changed and thus re-read.

Unclear if this is only about messages from the Alarm Notifier (automated actions, emails, …) or also applies to annunciations.
Was so far unable to reproduce it using the org.csstudio.alarm.beast.configtool/demo/test.db database, RFQ_Vac:Pump1:Pressure as an alarm trigger, with various filters.
Will try again when there's a reproducible example.
