CSS Appplications includes many 'placeholder' preference panels

There are a large number of placeholder ("Use these preferences to customize your CSS applications") properties panels in CSS. This makes it harder to, and deters new users from, configuring their CSS.

The top level 'CSS Applications' Properties are:
Alarm :- placeholder
Debugging :- placeholder
Diagnostics :- placeholder
Display :- placeholder (but contains BOY and EDM2OPI leaves which are populated)
Editors :- placeholer
Managment :- placeholder
Others :- placeholder
Test :- placeholder
Trends :- placeholder (but contains Databrowser leaf)
Utilities :- placeholder

The 'CSS Core' properties is much shorter list (5 entries) all of which contain settings.

All default properties panels should be removed.
