Public access to GetDataHolderBrands API

Currently, the GetDataHolderBrands API can only be access with an Authorisation Token - i.e. its not a public API. This means there is no systematic way that a non-ADR can access the current list of data holders, their APIs and their dataHolderBrandId, etc. This is a significant issue for non-ADRs that want to use the publicly available Product Reference Data APIs.

I'd suggest this is a pretty easy fix.

@CDR-Register-Stream - this is an important feature / service. Since I first raise this issue, a number of dataholders have changed their endpoints without any notice (except, presumably via this API). Can an update be provide regarding the status of implementing this change. Thanks
