Request for Feedback: PPID consistency challenges in the ecosystem

There is potential ambiguity on the validity of the sector_identifier requirements as per CDS and OIDC Core Section 8.1, with interpretation for sector_identifier_uri published on CDR Support Portal

ACCC and DSB should have the responsibility to ensure there is clarity in the ecosystem on how PPID calculations are determined and how changes within the ecosystem are managed.

Complexity may be introduced if data holders change/correct their PPID calculations to address defects or alignment to current and/or future standards.

Guardrails and expectations need to be set to advise what ADRs and DHs must do to manage change in the ecosystem.

This complexity warrants community collaboration to identify strategy and manage consequences to handle changes within the ecosystem.
