Intermediate ACCC CA certificate presentation guidance required

Guidance is required as to whether intermediate ACCC CA certificates are to be presented on secured endpoints and/or whether they should be presented by clients.

The following work items have been identified for this topic:

1. Present Digicert's requirements as dictated in our CPS and their certificate issuance policies
2. Publish recommendation
3. Determine testability and reflect this in test scenarios / suites
