Update Register APIs to search for and differentiate between archived entities

Issue #164 introduced the concept of archived entities to the CDR Register and set expectation on how entities will be archived.

Further work remains to roll-out query functionality on APIs to retrieve archived entities, as well as incorporating fields to differentiate between archived and non-archived entities

This issue will be used to track this work.
