CSL-2764 [ OS UI PLP ] - Override c parameters for the cioClient

Business Outcome:

• As a developer I want to override the client parameter so that I can tell where the requests are originating from

Definition of done:

• Sometimes we want to check if a customer using the OS UI library or not and it's hard to tell without the c parameter saying though
• We want to override the c parameter to be something like ciojs-ui-PLP
