This PR improves upon the design document for the Message Observer component. Specifically, it: 1) adds a simple diagram that illustrates how the Finalised Event Watcher works 2) updates details around the guarantees offered by watcher components, given changes in PR #94 and 3) makes minor formatting changes for better readability.
