Describe the bug

DataGridTemplateColumn Width parses the GridLength in a culture specific way at runtime and doesn't use invariant culture, or on failure should try to convert using invariant culture if the current behavior is still needed.

Steps to reproduce

Specify a DataGridTemplateColumn with a Width of 2.15* and build on an en-US.
Change Windows to Hungarian 
Run the app and it should crash

Expected behavior

It should be able to handle invariant GridLengths
