Carousel scrollers wrong direction with key input in Right to Left flow direction #4517

Describe the bug
In Right to Left flow direction, left key inputs scroll the carousel right and right key inputs scroll the carousel left

Steps to reproduce
Go to Carousel demo
Add FlowDirection="RightToLeft" to root page of the XAML
Select the Carousel
Click an arrow key
Observe how the Carousel moves in the opposite direction from arrow key
Expected behavior
The right arrow key should scroll right, the left arrow key should scroll left
