Integrate fluent design in sample app

Do we have any change in the usability of the application, especially the top menu (Controls, Notification, etc) I find it really hard to scroll in controls list using the mouse.

@IbraheemOsama Why not use a HamburgerMenu with menu items (could use Expander) for different categories and sub menu items for the items in those categories?

@IbraheemOsama, yes, we are moving away from the horizontal scroll (you are not the first with this feedback :)). Now all items will show if there is enough room, scrolling vertically when necessary. See this for example.

@theweavrs, that is how we have it currently in narrow view. Current feedback with that approach is that not many items show and there is a lot of scrolling needed

@nmetulev I think that there should be a Theme Toggle switch like MSN News next to the home button. Sample Pages should be able to listen to these changes with an event like Shell.ThemeChanged. I'm willing to help out with the Dark Theming if you like :)
