GenerateAllSolution with only wasm target won't build

Describe the bug

Having issues getting WASM to run at all (it's not looking for the runtime config in the right place), so tried just generating only wasm, but that didn't work either.

Steps to reproduce

1. clone repo
2. run `GenerateAllSolution.bat wasm`
3. Try and build/run wasm head

Skips all components, doesn't build
